IconMasterXP is a versatile PNG/BMP/JPG/* to .ICO converter. It fully supports alpha transparency mask (also known as PNG mask), can create multi-paged icons, has an easy to use batch-processing interface and supports Windows Vista/7/8. There is also a whole set of special effects (ie. gamma/light/color balance) and geometric operations with supersampling (rotate/resize) which you can use without breaking your alpha transparency mask.
